It's an OP from Ah! My Goddess! (aka. Ah! Megami-sama!). It's perform by Ishida Youko, the same singer who perform Shiawase no iro (I've review it in here). It's have some Old English nuance in it's music. Maybe they using a flute, but I don't know it sure. The only I know is, this song have a brass or woodwinds instrument as a quiet important element. And that's make it feel so England. Make me want to dancing when I hear this song :) .
OK, this is the video:
Video of this song
Compare this video with this one:
Video of "Shiawase no Iro"
Those video has been performed by one person, and they're so good. Yoko Ishida has some pure voice. It's pleasure me each hear her songs.
This is the lyrics for Open Your Heart:

My opinion:
Still like Shiawase no Iro, this song using much of "sora" word in its lyrics. It give me a strong feeling about this song. "Sora" or "Sky" describing how love is so wide, and we can see and cacth it wherever we live. Using "kaze" or "winds" is describing the power of love. Yeah, this song is a love song. Maybe it's a song that describing Beldandy's mind and feeling to Keiichi-san.
For me, this song is easy-listening and more cheerful. It's suite as an OP from Ah! My Goddess.
The lyrics is positive and encouraging us. It's a good song.
OK. That's all of my review now. Thanks for your attention. See ya next time! :)

It's so hard to look for the TEXT translation of Open Your Mind by Ishida Youko, and finally I've found one, at the bottom of this page:

I think if you add that translation in your post, it will help others who look for it.
